Client's Requirements:
Bath & North East Somerset Council released a public tender for an electrical engineering services contract to include both planned and responsive works with a value of £300,000 or less per project. The works were to be delivered across the Council’s estate which comprises about 1,150 properties including 450 commercial estate properties and 448 Listed Buildings. Amongst these Listed Buildings are a Grade C property, 6 Scheduled Ancient Monuments and 20 Grade I properties, many of which are located within conservation areas and/or the Bath UNESCO world heritage site.
The types of work required include the design, installation, commission and testing of electrical systems across the portfolio; to include alteration, adaption and/or wholesale re-wiring of single and three phase systems. Contractors must also be able to service, replace, repair and maintain a wide range of electrical equipment such as lamps, diffusers, street lighting, emergency lighting, PIR sensors, water fountains, and extract fans.
What We Provided:
We were able to secure the contract through a competitive tendering procedure on the basis of our total value offered (quality, price & social value).
Our role in the contract is as both Principal Contractor and Principal Designer and we have structured our team and processes to meet both responsibilities. We closely follow and monitor industry and legislative standards for both roles.
Given the range of projects the contract involves, putting together a team of highly competent operatives covering a wide skill base was essential to delivering an excellent service from day one. As the Council’s properties include schools, care homes and hostels, it is also important that the appropriate operative suitability checks are carried out prior to carrying out works on site. Our approach to carrying out works within Listed Buildings is also critical, including training of operatives and procedures to recognise and select the appropriate considerations during the design phase.
Through this contract, we have provided Bath & North East Somerset Council a 24hr/day 365/6-day emergency out-of-hours call-out service which includes both an administrative team answering an out-of-hours helpline and engineers on-call and ready to immediately attend & make safe Council sites.
We do our utmost to provide value for money for the Authority, balancing the breadth of potential skills required to address the typical workload set out. We ensure that the Council is never commercially compromised or disadvantaged through industry/market activity and forces beyond its control and that the Authority always receives a premium service that meets the industry standards as a minimum, at any given time.
