Client’s Requirements:
Bristol City Council released a public tender for domestic electrical testing of their housing stock. The Council owns approximately 27,000 dwellings ranging from 1 bed bungalows and studio flats to 4-bedroom houses and around 600 blocks of flats ranging from 2 storeys to 18 storey high rise blocks. 28 of the blocks are also sheltered accommodation for vulnerable adults.
The Council required all consumer units and circuits within each building/dwelling to be tested in conjunction with IET Guidance note 3 (GN3). Such tests include (but are not limited to) insulation resistance, continuity of conductors, polarity, earth electrode resistance, functional testing and earth fault loop impedance. Each site visit must also include a visual inspection to confirm equipment complies with standards in accordance with the requirements of Regulation 511 in BS7671:2008 (as amended) & an inspection of the existing smoke alarm system. Any C1 or C2 observations resulting from the testing are to be rectified immediately up to an agreed allowance. Any smoke alarm systems that do not meet level LD3 are to be upgraded to that standard and a certificate of design, installation and commissioning of fire detection and alarm systems is to be provided in all cases.
What We Provided:
We were able to secure the contract through a competitive tendering procedure on the basis of our total value offered (quality, price & social value).
We put together a team of electrical operatives with BS7671:2018, Gold Electrotechnical Certification Scheme (ECS) cards and 2391 or 2391-52 City & Guilds testing qualifications to ensure that all inspections and testing is completed to the required regulatory standards. All operatives have been trained to follow HSR25 EAWR regulation 14 to ensure that live working is avoided as much as possible unless live testing. All completed EICRs are thoroughly reviewed by one of our NICEIC approved Qualified Supervisors and are submitted electronically within 4 weeks of completion.
Our dedicated administrative team schedule programmes of work directly with tenants by phone, email, letter and SMS to best fit the resident’s availability.
We include photographic evidence of all code 1 & 2 observations, all out-of-date or non-functional fire detection alarms, any damaged class 1 equipment, evidence of limitation and all works completed within our certificates. This ensures that all fees we charge the Council are clearly evidenced.
Using the National TOMs Framework, we put together a Social Value package spanning 50 outcomes across a range of themes such as wellbeing, innovation and ‘fair and inclusive’.
We also attend monthly contracts meetings with the Council’s contract administrator where we present our KPIs, customer satisfaction survey feedback and progress on social value targets.
